Bureau of Social Freedoms (BSF)
The Bureau of Social Freedoms is the state security apparatus that metastasizes from a border anti-smuggling agency into Rockvil’s domestic secret police. Its name is the game’s most bitter irony: the BSF exists to curtail, not protect, every freedom — conducting home raids, operating prison infrastructure, and eventually fusing with the Church of God’s Word to form a unified theocratic-police state.
Origins: The Border Security Force (2021-2030)
The BSF was established by Executive Order in 2021, in the aftermath of a fundamental shift in the nuclear balance of power. As described in the BSF-FORMATION document (prism.zil lines 1248-1283), the USNA’s TROY antimissile shield and the East Bloc’s counterpart system rendered traditional missile-based deterrence obsolete — shifting the arms race “from the building of missiles to the smuggling of miniature bombs.” The BSF was tasked with stopping nuclear devices from crossing American borders.
For its first nine years, the BSF was jointly administered by the U.S. Army and the CIA. During this period it claimed to have thwarted “13 attempts to bring fully armed nuclear devices into the USNA, as well as countless attempts to smuggle various parts and supplies.” Officials never confirmed the supposition that the BSF’s secret charter also empowered it “to smuggle nuclear devices into the territory of the East Bloc.”
On November 17, 2030, Congress approved the BSF as the seventh branch of the Armed Forces — joining the Army, Navy, Marines, Coast Guard, Air Force, and Space Force. Commander Rile McLoughlin, the BSF chief, declared the elevation gave his agency “the leeway we need to take the tough stance and courageous steps necessary to keep our nation free from the threat of nuclear blackmail.” The organization was headquartered in Colorado Springs, at the facility known as “the Pentagon of the West.”
The nobelium bomb — a nuclear device theoretically fitting into “a space no larger than a pack of cigarettes” — ensured the BSF’s mandate would only expand.
Expansion into Rockvil: The BSF Base
The BSF establishes a significant physical presence in Rockvil, centered on the BSF Base (rockvil.zil lines 7580-7608). Surrounded by a perimeter fence and patrolled by guards, the base is a forbidding military installation — the player can’t see much through the fence. In the skycab, it’s described as a “BSF base” in 2041-2071.
By 2081, the base has been converted into a museum. The MUSEUM-OBJECT routine in globals.zil (line 1843) notes that from the skycab, “the base has been turned into a museum.” The museum’s adjective list includes “sobering” — a bleak monument to what the BSF became.
The BSF also operates the police station (rockvil.zil lines 833-865) at Elm and Park, the headquarters for all city precincts. In 2041 it has been recently renovated; by 2061 it is “in need of renovation”; by 2071 it is “badly in need of renovation.” The jail cells behind the reception desk are “crowded” in 2041-2051 and “empty” in 2071 — not because crime has declined, but because due process has been replaced by summary executions and the Execution Matches.
The Apartment Raids (2051-2071)
The BSF’s domestic role is most viscerally expressed through the raids on Perry and Jill Simm’s apartment — a sequence that escalates across three decades.
The 2051 Raid
Score item 33 (1 point) records “BSF officers after raid, 2051” — triggered when the player witnesses BSF officers at Main & River “trot out of a nearby building and climb into an unmarked BSF van which drives away” (rockvil.zil lines 2823-2824). The APARTMENT-RAID-FLAG global variable (apartment.zil line 1670) tracks whether a raid has occurred, and the RAID-MESS-DESC routine (apartment.zil lines 455-465) describes the aftermath: the room is “very messy after the BSF raid.”
The raid leaves Jill Simm in a state of stunned cleanup. In the I-JILL interrupt routine (interrupts.zil), Jill enters JILL-COUNTER state 14 (line 740: “with a deep sigh, Jill stops cleaning the mess”). The RAID-PROB global variable controls the probability of raid events.
The 2071 Raid — Mitchell’s Return
By 2071, the BSF has fully merged with Church enforcement. The I-MITCHELL-RAID routine (apartment.zil lines 1678-1720) is the climax of the apartment arc — and the game’s most devastating scene. Six or eight “heavily armed Church police” storm the apartment, led by Mitchell Simm, now a fur-clad Church enforcer. The room is described as “torn apart after the BSF raid” — a state far more violent than the “very messy” aftermath of 2051.
Mitchell identifies Jill with cold, formal language: “She spake against the Church; she tried to poison the mind of a child too young to know the Truth.” The thugs drag Jill away screaming while Mitchell walks out “totally unresponsive.” Perry, beaten to the floor, is left alone in the ruined apartment. Score item 120 (9 points) records “Mitchell drags Jill away as a heretic, 2071.”
The 2071 raid is scored differently from 2051 and 2061 (5 points versus 3 and 4, respectively) — the game signals that this is the terminal event, the raid from which there is no recovery.
The Airport: BSF Guards and the Shoot-Out
The BSF’s presence at Rockvil International Airport illustrates its evolution from border security to ubiquitous internal surveillance. In 2041, “a couple of BSF guards stand beneath” a red sign reading “Remember! Our security procedures exist to protect.” By 2061, the description shifts: “BSF guards are everywhere” (rockvil.zil lines 7657-7659).
Score item 100 (5 points) records a “shoot-out at airport, 2071.” In the terminal, a man “with an Asian complexion” walks past a pair of BSF guards, and “one of their Belt Rad-Detectors clicks. In the wink of an eye, four guns are pointed at the man, who looks terrified and begins to run.” The BSF guards gun him down in front of screaming passengers. A guard scans the body and discovers the radiation source: “Just a nuke-powered wristwatch. Can you imagine the gook being dumb enough to wear one of them near a border point?” They drag the body away, laughing (rockvil.zil lines 7674-7684).
The scene captures the BSF’s transformation: from counter-smuggling professionals to casually racist executioners operating in full public view.
The Church Merger and Police Violence
By 2061, the BSF is increasingly integrated with the Church of God’s Word. Score item 59 (2 points) records “BSF Graduation festivities at Huang, 2061” — BSF Academy classes graduate at Huang Hall, the same civic venue that hosts jewelers and fur shows a decade earlier and, by 2071, the “televised, annual Executioners Awards.” The graduation of “the largest BSF Academy class ever” suggests institutional growth accelerating in lockstep with the Church’s rise.
Score item 91 (5 points) records “Policemen casually beating up black youth, 2061.” The language — “casually” — underscores that by this decade, police brutality is routinized, unremarkable, part of the urban landscape.
By 2071, the BSF-Church merger is complete. Films feature Church propaganda (score item 95, 3 points). The police station runs on Church authority. The Mitchell-raid is conducted by “Church police,” not BSF officers — the two have become indistinguishable. The state’s monopoly on violence and the Church’s monopoly on truth have converged into a single instrument of control.
The Ironic Name
“Bureau of Social Freedoms” is never explained in-game — it simply is, and the player must sit with the contradiction. The name echoes real-world patterns: agencies named for what they destroy (the “Ministry of Peace” in Orwell, the “Department of Homeland Security” in the post-9/11 US). The BSF began as “Border Security Force” (prism.zil, BSF-FORMATION), and at some point between 2030 and 2041, “Border Security” was rebranded to “Social Freedoms” — a shift that mirrors the agency’s expanding domestic mandate.
