The central plaza and nerve center of downtown Rockvil. Rockvil Centre serves as the primary nexus from which the player navigates the city, connecting to Park Street, Main Street, Centre Street, and Kennedy Street. The plaza is anchored by two monumental buildings whose fates track the city’s trajectory: City Hall on the west side and Dunbar’s on the southeast corner.

“The name of this plaza tells it all. The [well-maintained/aging/crumbling] portico of City Hall stretches along the west side of the plaza, and Dunbar’s lies on the southeast corner. Park Street leads north and south. Main Street and Centre Street both begin here, leading eastward and northeastward, respectively.”
The Portico: A Barometer of Decay
The single most telling detail of Rockvil Centre is the condition of City Hall’s portico, which changes each decade:

Notably, City Hall has no direct entrance from the plaza’s northwest or southwest corners — the player receives: “There’s no entrance to City Hall in that direction.” The entrance is on the east side of City Hall, facing the plaza.
Significance
Rockvil Centre is where the player first experiences the contrast between the old and new Rockvil. In 2041, standing in the plaza, Perry sees a city at its peak — a well-maintained seat of government, a bustling department store, streets radiating outward toward parks and universities. By 2071, the same view shows a crumbling government building and a department store that requires an appointment to enter, surrounded by a city where the skybus is shut down, Kennedy Park has been replaced by luxury townhouses, and the streets are patrolled by BSF enforcers.
The plaza itself doesn’t change — it remains an open public space. What changes is everything around it. Rockvil Centre is the still point around which the world turns to ash.
